Procurement and Commissioning Case Studies

The Income Generation workstream, led by ACEVO, have released 9 Procurement and Commissioning case studies based on real procurement and commissioning process that have happened across the UK. They serve to illustrate how the different legal rules on the processes of procurement and commissioning have been applied at the local level and how third sector organisations have interacted with them.
Developed as part of the Winning a Bigger Buck for Your Bang training course, that will be running across the UK over the forthcoming year, the guides cover the following topics: -
- NHS Sheffield Commission A New Service - This case study shows how commissioners and procurement officers within NHS Sheffield recognized a need for a new service, evaluated it against other activities and then set out to procure a provider. The successful provider is a social enterprise.
- How Buyers Go To Market - This case study, shows how a real procurement team badly misjudged the potential market place for the service they were trying to commission and ended up creating a lot of work for themselves.
- Building Relationships - This case study, shows how a third sector support provider developed a strong working relationship with a commissioner after offering them some simple help.
- Negotiation Scenarios - This case study, shows how third sector organisations might approach four different problematic negotiation scenarios.
- Approaches To Negotiation and Relationship Building - This case study, shows the different approaches three third sector leaders have taken to building relationships and negotiating with key stakeholders and commissioners.
- Challenging Bad Commissioning Practice - This case study shows how a third sector and their local infra-structure support provider successfully challenged bad practice in the way a service was being decommissioned.
- Setting Targets and Measuring Benefit - This case study, looks at how a third sector support provider can work with a youth action charity to help them approach the setting of targets and how to measure benefit. The case study ask a series of questions and includes model answers, produced by the Charities Evaluation Service.
- Business and Financial Planning - This case study, shows how a start up social enterprise with minimal track record can win a commission from a local authority to supply bio-diesel for its fleet of vehicles. The case study highlights the importance of credible financial planning, which complemented the organisations social, environmental and community benefits.
- Developing A Successful Marketing Strategy - This case study, shows how a third sector consortium evaluated the needs of both its beneficiaries and commissioners and developed a marketing strategy to enable it to focus on and meet these needs.
